Towards the west lies the Elizabeth River. Chesapeake lies towards the south and Virginia Beach lies towards the east. The city of Norfolk is the urban center of the area - a financial, cultural, historic and military hub.

Historically, Norfolk has always served as an essential transportation and military point. It is the headquarters of NATO, the North Atlantic Treaty Organization. The Norfolk Naval Base is the largest naval base within the world. In the year 1619, the Virginia Colony governor established four incorporations, known as citties, which will form the basis for colonial representative government in the House of Burgesses, the continent's first assembly of elected representatives of English colonists. The region which will later be called the City of Norfolk was put under the Elizabeth Cittie incorporation.

The City of Norfolk has an extensive amount of property along bayfront and riverfront. Waterways have an important function in the local economy, providing arteries of trade for the transportation of goods across the Mid-Atlantic, Mid-West and globally. The deep-water channels of Chesapeake Bay are a major trade artery and location for the US Navy.

The metro area is a major military hub in addition to being a cultural and commercial center. The city of Norfolk is home to the Naval Station Norfolk, that is situated on Sewell's Point Peninsula within the city's northwest corner.
