There was a comprehensive Tobacco Inspection Law of 1730 which mandated that all tobacco grown within the colony should be delivered to designated public warehouses for inspection prior to sale. Among these local places that were designated for a warehouse was located on the upper Potomac River at the mouth of Hunting Creek. Because the ground at this particular site was unsuitable, the warehouse itself was established a half mile up river. Here the water ran deeper near the shoreline.
